Why? Because all agency staff have signed an agreement acknowledging that: "Storing any Personal Identifiable Information, agency sensitive data or data that would violate any HIPAA Privacy Laws on portable media is strictly prohibited. Portable media includes but is not limited to: flash drives, thumb drives, external USB hard drives, and CDRW or DVDRW media."
